City-zenship: A prototype for the economic and political inclusion of migrants
The 10th annual GPPN Conference, hosted by the Sciences Po School of Public Affairs, featured students' solution oriented ideas and prototypes to address public policy challenges identified by the UN Sustainable Development Goals (SDGs). To participate, each GPPN member school carefully selected up to five student teams to present their projects and compete for the GPPN prize. The result: 32 teams from around the world met in Paris to showcase their ideas on how to solve some of the most pressing global challenges of today.
City-zenship aims to create an intermediary status between citizenship of full rights and no-rights at all to help the integration of migrants at local level. To embody this idea we will develop some structures of participatory democracy. We propose that all migrants and inhabitants willing to create a more inclusive society to receive a city-zenship card on the model of those granted by the City of New York or the Mayor of Paris to create a feeling of belonging. City-zenship cardholders will then be able to access: (1) An online application, IntegrAll where NGOs and local authorities can publish their contents (2) A Civic House, a public building where NGOs and participative democracy takes place. As far as concerns the scope of the policy proposal, our idea of city-zenship has been designed to apply to the European Union. More specifically, we envisage two dimensions: a macro-EU dimension and a local urban one. The first is necessary to study macro-solutions adopted in times of crisis by European bodies and to identify the beneficiaries of inclusivity. The second one is vital to ensure the actual empowerment and inclusion of migrants, together with the increasing participation of inhabitants to the social and political life of the community. Hence, cities become the response to globalization, individualism, and democratic deficit.
Meet the team
Gaelle Chaillet is French but was raised in Spain. She attended a European School up to the Baccalaureate and build a scientific profile in a strong multicultural and European environment. She graduated in 2013 as Major of Promotion. She holds a bi-disciplinary Bachelor’s degree in Political Sciences and English from the University “Lumières” Lyon 2. She did an exchange year at the University of Pennsylvania. She also had the chance to travel repeatedly in Europe and Latin America where she discovered new political and democratic systems. Aged 20, Gaelle started a Dual Master’s Degree in European Affairs between Sciences Po and the LSE. She has been playing piano and percussions for 14 years.
Alexis Chalopin is French and moved in Paris to follow a classe préparatoire in Humanities at Lycée Louis-Le-Grand, from which he graduated with highest honours (majors in History and Geography). Alexis also holds two Bachelor’s degree from Paris X in Philosophy and Geography & Development. Aged 20, he entered the Dual Master’s Degree in European Affairs between Sciences Po and the LSE. Alexis is also highly engaged in community life. Younger he benefited from a social sponsorship programme and today presides its alumni program. He is highly engaged on social programmes as he takes part in the Paris Youth Council, an advisory body of the Mayor of Paris, and took part to the COP21.
Fabian Hafner holds a B.A. in Philosophy & Economics from Bayreuth University, Germany. Over the last four years of his studies at HU Berlin, Harvard University, UC Berkeley and Bayreuth University he developed special interest in the fields of environmental policy as well as social innovations. Following his high school diploma he taught in a music school in rural India for a year. Currently Fabian is enrolled in a Dual Degree Program at Sciences Po, Paris, and the Hertie School of Governance, Berlin, with a focus on Energy and Sustainability.
Costanza Landini recently graduated with honors from the Bachelor in International economics, management, and finance, at Bocconi University in Milan. Keen on studying public economics and development, she has started her Dual Degree in Public Policy, majoring in Economics, at Sciences Po – Paris and the Hertie School of Governance, in Berlin. Due to her lively interest in international development, she has gained experience in the field of international organization and NGOs, by both working for the European Parliament Information Office in Milan, and volunteering for a Cambodian NGO in Phnom Penh. These experiences helped her develop projects that empower communities and increase social cohesion; these themes are particularly important to her, having been raised in Italy, a country become homeland of thousands of migrants in the last decades.
Eugénie Valentin is French but was born and raised in England. She lived in both England and France during her childhood. At 18 years old in 2012, Eugenie started her BA Hons European Studies at the University of Kent with a year abroad at the University of Bologna, Italy. She graduated with First Class Honours. Aged 22, she entered the Dual Master’s Degree in European Affairs between Sciences Po and the LSE. She was elected Head of the School of European Culture and Languages in Kent. Her studies mainly focus on the politico-societal effects on the Schengen Zone, the topic open space of inclusive societies which has been facing difficulties in the recent years.
Carlo Didone recently graduated with honors at Bocconi University, where he developed curiosity in labour market and education policies. After spending a semester abroad at the University of Wisconsin in the US, he decided to further these interests enrolling in the Double Degree in Public Policy between Sciences Po and Hertie School of Governance on Public Policy, specializing in Social Policy and Social Innovation. He has volunteered serving as educator for children in his hometown, then in Milan teaching Italian to the homeless coming from abroad. In Paris, he is currently working for a project gathering best management practices from NGOs fighting financial precariousness.
